On April 19, 1995, the Murrah Federal building in Oklahoma City, USA was bombed. Wilma Melville, a civilian handler, along with her FEMA-certified dog, Murphy, was deployed to search for live victims. Heartbroken by how few certified canines were available to search, Melville established the National Disaster Search Dog Foundation to produce certified disaster search teams faster and better than the costly, lengthy method used by civilian volunteers to that point.
